白皮書直言 台應檢討投資審核

美國商會6日發表《2013年台灣白皮書》嚴辭抨擊台灣目前投資吸引力不足，台灣應徹底檢討投資審核程序。經濟部次長杜紫軍表示，外資投資額在100萬美元以下可望免審查，至於第4波陸資開放已在經濟部檢討，最慢2個月之內將提交行政院。

白皮書指出，台灣吸引外資投資金額不如泰國、越南、印尼等亞洲經濟體，同時去年外來投資僅有6億美元，與主要競爭對手南韓的163億美元有嚴重差距，投資審核程序冗長，影響外資來台。

白皮書說，台灣經濟第1季表現不佳，應在總統任期「跛腳效應」出現前改善投資環境，徹底檢討投資審核程序。

杜紫軍受訪時指出，目前台灣以負面表列禁止外人投資的項目已非常少，並已致力簡化審查流程，外國人投資條例與華僑回國投資條例修法草案已送立院，今後100萬美元以下只需申報，預計於立法院臨時會通過。

但他也表示，陸資近年在全球鉅額投資，但台灣無法將陸資比照外資開放，他也強調目前正進行第4波陸資鬆綁檢討，最慢2個月內將送到行政院。
