長年靜止戶移國庫?曾銘宗：須立專法

立委建議，金管會應有效處理銀行「靜止戶」，銀行通知「靜止戶」後若始終未來處理，其帳戶餘額，可轉至特定帳戶，如國庫或指定做公益使用，金管會主委曾銘宗表示，須立專法。（黃悅嬌報導）

金管會主委曾銘宗表示，已發函各銀行於三個月內通知「靜止戶」結清帳戶或提領存款，但依過去經驗，「靜止戶」可能因搬家或早已忘記曾開戶，重新啟用或結清的「靜止戶」不到百分之一，有的也通知不到。

立委費鴻泰質詢，如果五千萬戶「靜止戶」在屢次通知後都不來處理，怎麼辦？曾銘宗指出，英國首相卡麥隆上任後，因財政困難，二零零八年曾立法將長年未有交易的「靜止戶」的錢轉至英國財政部，台灣如果要仿效，須立專法。『因為英國財政困難，所以曾立過一個法，把靜止戶的錢，他是十五年，移到一個靜止帳戶，期間存戶可主張領回，若一段期間未領回，這些錢挪到英國財政部做社福使用。跟委員報告，恐怕要訂專法，這個辦法上面沒有辦法......』

立委認為，與其讓「靜止戶」的資金閒置，對社會大眾沒有幫助，還不如在多次通知當事人處理未獲回應後，將錢轉至另一帳戶，如國庫或指定做公益，這樣也沒有圖利銀行的問題。
