市議員陳文科14日為東區仁和工業區請命，指該區域曾在民國68年參與市府的4期重劃，並已繳交23％的公設比，此次再度辦理市地重劃，若還要繳交20％的公設比，猶如一條牛剝二層皮，他建議透過通盤檢討解決。都發局長吳欣修應允重新檢討公設比，並讓地主以繳交代金或捐公設比方式減輕負擔。

陳文科表示，東區人口密度高，空地比僅剩下3％，已在民國86年參與市府4期重劃的仁和工業區，從農業用地改為工業用地，總計36.27公頃，區內部分已完成重劃，但接近中華東路的店面的A區與B區，因租金每月高達30、40萬元，地主都不願意參與重劃，目前地目還是工業區用地，當時的地主們已繳交公設比稅金，此次再度重劃，還需遭課公設比稅金，讓他們無法接受。

陳文科也痛斥教育局長鄭邦鎮，不應一面說某舞團是詐騙集團，還一面給予補助，實在很離譜。
